Overview

The AMF (Autorité des marchés financiers) is France's securities-markets regulator and its licensing authority for crypto-asset service providers under MiCA. In 2025 it supervised 671 asset-management companies and 13,659 collective investment schemes holding €2,298 billion, and authorised 11 CASPs as France's crypto sector transitions from the national PSAN regime to the European one. Its enforcement arm closed the year with 13 sanction decisions totalling €14.5 million plus 18 settlement agreements worth €4.38 million. MiCA activity in year one
11 CASP authorisations placed the AMF among the more active MiCA licensing authorities in the EU during 2025, with the PSAN grandfathering window closing on 30 June 2026.
Enforcement recovery
€14.5m in sanctions across 13 decisions plus 18 published settlements worth €4.38m — a step up from a comparatively thin prior pipeline.
System-wide stress test
The AMF joined the ACPR and the Banque de France in launching France's first system-wide stress test spanning banks, insurers and asset managers.
New institutional signature
"Réguler la finance, renforcer la confiance" — a strategy centred on market safety, EU capital-markets development and innovation, with 2026 flagged as a key year for tokenisation.
